England versus Scotland - where does the appeal for students lie now?

From September 2008, new full-time undergraduate students from England who come from families earning up to £25,000 will be entitled to a full grant. This is in comparison to the current threshold of eligibility of just under £18,000.
In addition to this, the earnings cut off point for eligibility for the lowest level of grant has been raised by more than 56 per cent from £38,331 to £60,000. The change is expected to be beneficial to approximately 250,00 students, with 50,000 more each year qualifying for maximum sum currently worth £2,765 a year.
Meanwhile, it has been announced that student fees are to be abolished in Scotland.
Fiona Hyslop, Scotland’s Education Minister, said fees were “a barrier†preventing young people from poor backgrounds going on to university for fear of getting into debt.
Undergraduate degrees will be free for Scottish students at universities in Scotland and degrees at sought-after universities such as Edinburgh and St Andrews will also be free for students from the rest of the European Union, who must be treated the same as the indigenous population.
European law allows variation within nations but not between them. Approximately 15,000 students from other parts of the UK are enrolled at universities in Scotland.
Scottish students will have to pay the full £3,000 top-up fees if they choose to study across the border.
The decision means that the cost will be met from the Scottish Executive’s budget and comes as the Student Loans Company reported a steep rise in student borrowing to £3.4 billion in the year to last April, which is up from £2.8 billion the previous year.
